On March 6, 1972, O’Neal was born to Lucille O’Neal and Joe Toney, a former high school basketball player and All-State guard who received a scholarship to play for Seton Hall. When O’Neal was a baby, Toney went to jail for narcotics possession due to his ongoing drug addiction. Upon his release, he did not reenter O’Neal’s life, but instead signed over parental rights to O’Neal’s stepfather, Phillip Arthur Harrison, a Jamaican-born Army sergeant.
